One of the alternatives I can think of, to dowry problem is conducting simple marriages (low cost why not registered marriage followed by a reception).

Depositing the funds parents want to give them in individual/joint provident fund account and giving the couple right to take refundable loan upto 25% of the deposited amount and spend the interest accrued freely.

This will give financial security parents want to give to the couple.

The term dowry stands for the cost of upkeep of the woman, who was new to the family, and on whom the men's family had to spend separately for. This was done earlier as a free gift from the woman's family to man's family. After this, dowry became the norm, and the men's family began to pressurise the girls family to provide not only for her upkeep, but to increase the prestige of the boy's family in the society, buy displaying the wealth that the girl brought. This tradition is defunct and should be done away with completely. Your solution is good but can be be misappropriated. Nowadays when parents ask for dowry, it means nothing more but the cost of educating their son and recovering the same from the girls family (as they would not have done it for their child - sic!)

Educated parents should insist on self-reliance, neither man or woman in the relationship should ask for assistance from their parents, both have been given all their parents could probably have done for themselves, after having borrowed deeply and leaving their own future obsure! Rather, It should be that the couple should combine their savings and return in to their parents as a token of love for all that they did for them!
