I would like to make it available to a small group and am wondering how to go about it. It contains photos and is in book format from microsoft publisher software

You may want to try http://www.lulu.com - although you MUST change the format to meet their specific requirements. Converting it may take some time and patience. Through them, you can make it available as a PDF and also a print on demand book. It's free publishing and you keep all the rights. You only pay for copies you order yourself. Also, you set your own price (above the base price, of course).

there are several avenues you can pursue if you want to get it published. based on what you have and the fact you only want to do it for a small group you're best bet would be to find somewhere that can print and copy it for you and then have it bound. there are also books on self-publishing if you want to go that route.
depending on the quality of you're printer you could print off a hard copy from home and then take it to a print shop, have them make the number of copies you want to distribute and then get them to bind it for you. (staples, office max, and office depot can also do this). if you don't have the quality printer you're looking for call around and find out if there is anywhere that can print off a disc/CD ( I would recommend using a CD if possible because they can store a lot more than a disc) and then have it copied and bound
if you're looking to have it published and sold to the mainstream public you can either try to find an agent or get a copy of Writer's Digest and find out which publishers accept unsolicated manuscripts. (in general they want a hard copy of just the written portion so you wouldn't be sending the publisher file or the pictures)

This isn't intended as a product plug, but you can go to any Kinkos or similar copy shop and they can print what ever you want, however you want it printed.

Alternatly, do a search for "print on demand" or "vanity press" or "self publishing" and you'll get more options than you can shake a stick at.
