If all else fails, you could try returning to system defaults. Link below. This is a good web site complete with graphics.

Restore WindowsXP to System Default

When to use it: You recently updated a device driver, and using Device Driver Roll Back did not restore stability to your system. You must be logged on as an administrator to use this feature.
What it does: Restores all system and application settings back to those that were in effect at a point in time you specify. Undoes key application, driver, and operating system file changes made since that time. Does not affect data files.

Quite often trying a system restore while in "normal" mode gives that reply. Try booting into "Safe Mode" by tapping the F8 key during initial start of the computer. Then try a system restore. Good luck.

TRY THIS , TURN YOUR COMPUTER OFF ...THEN TURN IT ON , PRESS THE CONTROL KEY PLUS F -11 OR F-12 ..KEEP PRESSING BOTH TOGETHER UNTIL A RESTORE OR REBOOT SCREEN COMES UP..MAKE SURE TO LET YOUR FINGER OFF OF THE CONTROL KEY AND LIGHTLY TAP F-11 OR F-12 ..I HOPE THIS WORKS FOR YOU! I HAVE WINDOWS XP AND WORKS FINE FOR ME AND DOES RESTORE ME COMPLETELY!
