Personally, I don't think age has anything to do with placing a child in a lower kindergarten, upper kindergarten, or regular kindergarten class.
Working mothers may be able to place a child as young as 18 months into one of the new Federally subsidized Early, Early Childhood programs. Is this a "correct" age to leave your child in the state's care? Federal and State Government says it is.
Stay-at-home mothers: Keep your children at home as long as you can. Romp with them, read to them, cook with them, take them to the park, museums, walk in the rain with them, make snowmen with them, have conversations with the postman, eat dinner at the table with daddy and any other children or adults in the home.

u must NOT admit admit the child b4 3 (three) yrs of age
even 2.5 yrs is not good enough... 3 is the norm
classes begin in May/June
so u have to admit the child accordingly

You could admit her either year. It depends on whether or not she is ready. If she is ready at 4 then that's great...take her in at 4, but if shes not just keep her with you another year.
