the presidents approval to declare WAR, MUST pass congress to make a declaration to go to war. But however the President ( Clinton) during the Monica Lewinsky scandal, felt threatened( by the threat of impeachment) declared a war on Iraq in a day bypassed congress ( bomb attack only) to create a diversion. Now he just bypassed congress. While Bush he took over a year before he declared war on Iraq, So the above answer is correct, but the reality is my above explaination,, as the President did as he saw fit in this instance. So you have both sides in reality.

READ YOUR CONSTITUTION! Only Congress can declare war. Congress hasn't declared war since December, 1941, after Pearl Harbor. Congress passed a law called the War Powers Act, which they think allows the to pass the buck to the president. The Constitution does not allow the legislative branch to delegate it powers to the executive branch. Congress is derelict in its duties.
Congress has passed laws concerning illegal immigration. The Administration refuses to enforce them. This is certainly grounds for impeachment.
The Supreme Court has for decades made ruling completely at odds with the Constitution. Supreme Court Justices DO NOT serve for life; they serve for good behavior. They can, and should be impeached by Congress.
All three branches of our government are failing us. We need to replace these people.

Congress is the only ones that can authorize a war - it involves both the House and Senate voting.
As the votes are point of public record go to the US Senate or US House government websites and do a search if you don't believe me . Or try reading the US Constitution once - you might learn something.

Only the Congress can declare war; however, as commander-in-chief of the U.S. Armed Forces, the President can order troops wherever he wishes. It has become a constitutional quandry in a couple of instances, including Korea and Vietnam.

The President CANNOT declare war, only Congress can. He must get authorization from Congress to take any major military action, which would then be signed by him.
