As to the individual criminal nature of its constituent parts, it hard to say. Military life in the field tends to produce high levels of lawlessness, both felonious and misdemeanor. Revolutionaries are working in their home environments and as Mao said swim among the people. That room to swim can be provided freely or coerced.
