My sister is a greed card holder.
She is attending high school in Taiwan.
After graduating, she plan to study in California.
However, I do not know she can go to Community College or University.

My question is which is easier to apply?
If she want to attend university in California, what should she do now?
Is that true that there is no need to take TOEFL when she attend Community College?

How about the GPA limitation?
Is GPA really matter with applying either Community College or University?

Besides, what is the graduation degree of Community College and University?
Are both Bachelors?

She can go to either. Community college is easier to apply to and usually easier to get in (cheaper too) No TOEFL, however, most CC's require that students pass an English test to enter freshman English, otherwise they must take ESL and developmental English classes first. If your sister is planning to do all of her schooling in the US she will have to take the TOEFL at some point.
Now is the time for her to apply since most schools have a spring cut off date, and since she is doing this long distance, she needs to allow "turn-around" time and time for corrections.
