It means that any type of communication is "included". The "not limited to" is put in there to avoid semantics over what type of communication is used. For example, on a restraining order, if it states you can "not contact the person by any means including but not limited to phone, email, pager, fax, or..." it simply means do not contact them at all or you will be in violation.

Sweetie it's called a restraining order...NO CONTACT. If you contact them in any manner...ANY MANNER, you're breaking the terms of the agreement. You are being RESTRAINED from contacting them AT ALL.
