welll first use M/V= density and rearrange to V*D=M

20.2 ml x 0.9982 G/ml= 20.164 Grams of Water

20.164 grams of H20 x 1 mol H20/ 18.02 Grams=1.12 mols H20

Without much loss in accuracy, 20.2 ml is just about 20.2 grams of water. Molecular weight of water=18.
So moles= 20.2 g/18g/mole= 1.12
