It is a very good chance that he has allergies. Allergies can cause dark circles and bags. At his age that may be what the dark circles are caused from. That or he is not getting enough sleep. Is something bothering him and keeping him from getting a good night's sleep? Is he having nightmares? You should have your Mom or Dad taking him to the doctor to get a check up to make sure that he is okay.

Please don't put makeup on the poor boy. This will give him nightmares and you may scar him for life. On second thought, if he is being a pest and bothering you, go ahead and hold him down and put the makeup on him.

Seriously, make sure he gets a checkup to make sure he is not ill or has allergies.

The skin around the eye is very delicate and
transparent. Dark circles appear when the blood
vessels that are close to the surface show through.
Under-eye bags occur when the muscles that
enclose the upper and lower eyelids lose elasticity,
which can result in the undrelying fat to bulge out.

Heredity
Nuitrition
Fatigue
Allergies, Eczema, Asthma
Medications
Age

It depends on what's causing them, of course. I have noticed that people often get these bags when they lack sleep as you've mentioned. Also, dehydration seems to contribute, so perhaps your brother should drink more water. I have also seen dark circles under the eyes of those with eating disorders. I really hope that's not true of your brother, but it could be a possibility.

Buy some moisturiser and put some of your foundation into the bottle and tell him to put it on. then he will have makeup on and he will not know. If you dont want to do that then he may just grow out of it. Or perhaps you could put on some plain moisturiser everyday and he should start looking better.
