Does anyone know of a chemical or combination of chemicals that, when placed in water, will dissociate into gas at relatively lowlevels of electricity?

Water itself will dissociate into gas when electricity is applied. You'll need 1.23 V to do that. You could also try hydrogen peroxide, which decomposes to the same thing (oxygen and hydrogen gas) but requires only .70 V.

H2O, it's 2 molecules of hydrogen and 1 molecule of oxygen.
