Why is Ender promoted? What is surprising about his promotion?

Ender was promoted because he had a killer instinct that the leaders of humanity felt they needed to survive. Most people would be punished for fighting yet he killed people and got promoted for it. It was his determination to make sure that anything that ever tried to stop him or hurt him would not get a second chance to do it. That is also why they didn't want him to know that he had killed because he always assumed that the other party had just been sent away. Or he was promoted to do things away from where he would find out about the people he killed.
