You can only evolve Pokemon after you beat the game (beating Rayquaza). Afterwards, you will gain access to a cave near Whiscash's pond (which is north of the Pokemon Square) where you evolve your Pokemon. Keep in mind that some pokemon need certain stones to evolve (eg. Eevee needs water stone to evolve into vaporeon), or certain level requirements.
