I am a business major at a state university now. I started at the community college level, and then transferred to the U of W.
It is a lot cheaper to take courses at the community college. Might as well get all those classes taken care of there.
A word to the wise....most transfer students in the first year, lose about .50 of the gpa once they transfer and take a year at a 4 year university.
It happenned to me and a lot of my friends from the community college that we got our associates degree from.
It is because:
1. at the community college you go to classes 5 days a week, at the university only twice a week. So, if you get behind...you really get behind.
2. Students are pretty busy working on assignments, they are not in the cafeteria talking and socializing like they do at CC.
3. Professors have strict hours. You could only see them a few times a week compared to everyday at the cc.
4. There are fewer tests. So, the ones that you take are counted greater towards your gpa.
5. Attendence is not taken. Usually. So, if you are not there. You suffer because the classes are longer, so you miss out on more material.
Those are the five biggest reasons for me.
Get a Bach. degree. and go to a community college over an on-line course.
I only had taken one on-line class and would not recommend it because you need excellent study habits to keep ahead of the class.

Depends on what kind of career goals you have in mind. I'd personally shoot for the bachelors at a good university--most state universities have adequate programs that will get you a job when you graduate. You might want to talk to the business school deans at the community college or university and ask about their placement rates for graduates. As for Phoenix, I've had a friend who went through their real estate program and thought it was good, but two co-workers got fed up with the online teachers and quit (they were in the computer sci program).

You could attend a community college to obtain the general education courses you need for the Bachelors. If you don't have more than 24 college credits you should go to Axia College of the U of Phx. You are not supposed to be placed in their Bachelors program.
I was an Academic Counselor at the U of Phx. I would go to a State college unless you have a schedule which interferes with you attending a physical class. It would be much cheaper and I guarantee you would get a better education.
The length of time to graduate from the U o Phx is no faster than a real college.

You shouldn't have any problem getting a Bachelors in Elementary Education after getting an Associates in Liberal Arts. You may have to take some lower division classes to fulfill the degree requirements for your major, but it shouldn't be too many.
