The trend of PIL's has come up due to many reasons such as :
- Difference of opinion/ attention to particular actions/ activities by the general public and those in power/ administration;
- Lack of attention from the government for some activities;
- expansion of modes of communication/ print and electronic media leading to spreading of news;
- Influence of television and cinema which leads to unethecal and un cultured behaviour by someone;
- Eagerness of becoming popular among the public;
If, we try to understand the recent spurt in the area of PIL's , we can clearly see that it does not indicate the failure of either legislative or executive bodies rather it may be considered as supplementary to both of these wings of developed democracy. The legislature and executive has so many activities of mass benefit and control and hence, may not be able to pay attention to some particular activity and resulting PIL.It is true that our present crop of politicians is not at all snsitive to mass benefits or gains rather they are more interested in spreadfing religeous ,caste and creed etc.based hate for their electoral gains ,but the action can not and should not be infered as failure of legislative. Sometimes these PIL's are merely a medium for getting cheap popularity like PIL's filed by the Lawyers .
