My girlfriend is really into techno, eurobeat, and trance, and I'd like to suprise her with a compilation of music that she's never heard before for Valentine's Day. Any suggestions?

You could get a few band names from all the articles on the subgenres of electronica, sample some songs on Amazon, look at what other people bought on the page for a given Amazon title, you can stream various college radio stations (their sites will usually list the hours for the electronica programs, and maybe have a streamable archive of the last week's shows), and on live365.com there are dedicate electronica stations to stream as well. Then you can buy stuff, or you can download stuff free via Limewire or a Bittorrent client.

it's easier to LISTEN to alot of stuff at home, than to LOOK at a bunch of stuff at a brick and mortar store.

Note also than generally "imports" are worked into all the regular sections of a record store, including electronica. Not all imports are electronica, but some electronica may be an import.
