i personally havent heard this before, but i would go to a "female" doctor and get it checked out, its always good to make sure...i go on physical exams every 6 months...and im a 21 year old male...so u might consider going to a doctor too...never hurts to be safe!
also...dont worry...look right here...
"What Causes Soreness?
One of the most common times that breasts might feel sore is when they are beginning to develop. First you might notice a small button-like lump beneath the nipple area. The medical name for this is the breast bud, and it is often present in guys and girls. The breast bud may be a little tender and may cause you to worry but it's a normal part of puberty"

The first sign of puberty in the "average" American girl is breast development at about 10 ½ years of age. Girls without pubertal development by age 13 are "delayed" and should be evaluated by a pediatric endocrinologist. Causes of delayed puberty in girls include chromosomal problems such as Turner's syndrome, ovarian failure including infection or autoimmune processes, or problems with the central nervous system causing the hypothalamus and/or pituitary gland not to be able to to normally stimulate the ovaries.
Some girls may simply be "late bloomers", but other causes of delayed puberty should be ruled out before this diagnosis is made! For more information on "normal" sexual development in teenagers.

There is a medical term the doctor used when I went for the same problem years ago but i can't remember it. It's something like: Cystic Fibrosis.? Anyway, it is usually inherited and nothing to worry about. Talk to your mother to see if she may have the same problem. It's pretty common. It happens a week or so before your monthly and the only thing you can do is cut down on the caffine and use a warm compress or a heating pad. Cutting down on the caffine really helps believe it or not!

My breast always feel sore and tender right before my period. If you notice a pattern, like a couple of days before your period or even 2 weeks before your period, then it is probably just hormone fluctuations.

It doesn't mean they're getting bigger... sorry.
It's probably a shift in hormones... usually right before your period starts.
