How is the state of the union address carried out?

Is the president required to hold so many in his term, is it something that comes up after a heated series of events, or can he hold as many as he wants (or as few) at his discretion?

Nah, it's just BS. Everyone applauds and does nothing. He will try to send more troops into his hopeless war though.
