If the icemaker is not working and you are not inclined to have it fixed you do not need the water line hooked up unless you have a water dispenser. You do not even need the icemaker installed unless the defrost timer is incorporated within the icemaker(some Whirlpool and Sears Kenmore older models) and it can be removed to give you more room in the freezer.

A self piercing valve is just that, a valve that makes its own hole in the pipe. Since it's a valve you can turn the water on and off with it. I would install the valve in the basement if there is a cold water line near where you would go up through the floor to the fridge. However, since you don't have the fridge yet I believe I'd wait on that unless the purchase is a done deal.

No, the only reason a refrigerator needs a water line is to supply the ice maker and water dispenser.
If you need neither of those you don't have to hook up the water line.

What is wrong with your ice maker?
Let us know what the problem is and we are most likely be able to help you fix it.
If your model fridge has a cold water dispenser, then there is no need to turn the water off unless you don't want to use the cold water.
Ice makers are not that hard to fix if you still want to use it.

If it is a commercial cooler then it may have a water cooled condenser if it is a normal fridge for residential then no only for an ice machine

no the water is for making iceand if you have water in the door it cools it but the frige will work with out the water hooked up
