yes, always has been. the republicans do the same thing when a democrat is president and delivering the address. The presidents speach is no secret til he delivers it. Its pretty much common knowledge what his stance is on the main issues.

The opposing party has a copy of his speech hours before he gives it. That is how they can respond, although their response is taped to play immediately afterward. When Clinton was president, republicans gave their response. Politics is the first issue with the party that is not in power in White House. Selling the speech is first on the mind of the president. Still, Bush did a good sell when he started talking about the Iraq war and finished like a showman with the excellent citizens he introduced. All showbiz in the main.

God anyone that treats the other party that harshly just is not cut out for politics. Unless of course you're running for a position. Then, all bets are off.
Additionally, Bush's speach was so run-of-the-mill and the democrats response was exactly as expected. Don't seem too surprised.

Yes here in America we give opposing responses to our leaders. They do what we say not what they say. Welcome to America. Stay away from the Republicans. They are nazis and will probably try and have gay sex with you.
