I'd say "no". There's a decent one or two, within one block of the Chinatown Hilton, Tommy Toy's, and Empress of China, but that's about it.

Why would anyone want to go anywhere except Chinatown for Chinese food when in SF?

this one is not chinese, it's fusian: Asia Di Cuba, Clift hotel.
You want good chinese, Go to Eric's on Church st.
