Of all time? Im not sure. I can deffinatly say Jim Kelly was always overrated. He made it to SuperBowl after SuperBowl without a ring to show for it. Hes a really great guy, unfortunate he never got one. Jeff Hostetler was also pretty underrated. He came off the bench as a backup to help the Giants win a SuperBowl and had a few good seasons with the Raiders.

Otto Graham, he led the Cleveland Browns to 10 Straight Championship games winning Seven of them. He only played 10 seasons. He is defiantly the best Quarterback of his era and may be of all time. But is often left out in the discussion of greatest quarterbacks of all time.

Of all time don't know, but right now could be Jeff Garcia, and for my pain because he's now with the eagles and i'm a COWBOYS fan, he has been good since he was with SF.
