and I'm not looking for the name of the area! I'm asking for an actual retaurant! something different like la fondue in Saratoga, but they're booked :(

I assume you mean the San Francisco bay are. If this is the case, here are a few suggestions.
Cascal - Tapas - Very good, but it can get crowded, so get a reservation
Crimson - I took my fiancee there last Valentine's, it was very good
A.P. Stump's - good for steak
La Fondue- I took her there for her birthday, this was also a big hit

Don't go to Thai time in San Carlos for Valentines Day, it;s kinda cheap looking on the inside. Piacere in San Carlos is a nice contemporary Italian restaurant. There's also Left Bank in Menlo Park, haven't eaten there but they serve French food, and the atmosphere is nice. San Carlos also has a new restaurant called Town, very contemporary and lively. Then there's always P.F. Chang, great chinese.
But if you're not looking for romantic, I will always recommend Su Hong in Menlo Park. Ever since my boyfriend took me there 2 years ago I've been hooked awesome food!

What do you mean by south bay? Like Palos Verdes, Lunada Bay, Redondo, Manhattan, and surrounding areas? Christines in "The Village" in Rolling Hills is a good place.

any restaurant at santana row. it's got an amazing atmosphere in the evening so a romantic walk to dinner would be perfect.
