Only when it's a fantasy, like Santa or the Easter Bunny, or when I'm trying to convince a child that something is dangerous or hurtful.
The only other time would be to save someone's feelings, but only in very specific or important situations, never something superficial (as in appearance or clothing...)

Whenever it seems appropriate...like 'nice dress!' or 'you look cute today' to someone who really needs a lift; or, no that doesn't make you look old! That kind of thing. Real stuff demands truth.
