Tattoos on the lower back are more expensive because they require more ink. In order for the tattoo to look good when it's finished, the tattoo artist needs to stretch the skin so that when you bend your back your tattoo won't have holes in the design. So since it costs the tattooist more in supplies and takes a little longer, it costs more.

Because it's harder to made or because it's popular now so the tattoo maker made it more expensive so they can gain more profit.

tattoos are more expensive off the arm. most good tat places will have a sign that says so.
