everytime i try to go to a program inside the control panel this bull **** always pops up (Windows cannot find 'C:\WINDOWS\system32\rundll32.... wat the hell is this???i dont know what to do i am going to go insane someone plz give me an explanation how can i fix this!

You will need to reinstall windows.
That is a critical file that is missing. You also probably have Windows ME or 98 or 2000.
You also probably have a virus.

You will need to backup your information, and reinstall windows and everything.

it could be a symptom of a virus, or your Hard drive going bad.

anything with a 32 behind it is bad news! Try running your anti-virus on a scan, if that doesn't work then shut down and restart in safe by hitting the F8 key on start up in the black screen, you can just hold it down if you are unsure when to hit it! Then try going to control panel, but you do have deeper problems that need resolve, but this might help! Good luck!

I would reformat my hard drive with a brand new copy of windows. your missing a very important file your lucky your computer is even running. Like someone else said it could be a virus eating your files right up every time you use the computer. Good Luck repairing your computer.

The best way to deal with this issue is to extract this file,
it would be a good idea to scan your system for any viruses.

DLL stand for Dynamic Link Library or better DLL are shared files, they are great target for viruses.

Re-instal windows.

Cut-and paste the same FOLDER from an correctly operating version of the OS.
