Civil War is starring several Marvel characters from the Avengers, House of M, Fantastic 4, X-Men, and most other Marvel comics and series of comics. Basically, some government deal goes on and this act required that all superpowered person in the US to be registered. Many of these superpowered people see this as an outrage, but some agree with it. So pretty much this is registered supers vs. anti-register supers.
Sadly, I only read a few pages of the first issue (but I've read reviews on it) and I loved it. I would really recommend you to buy at least some of the issues.

Assuming you're asking about Marvel's Civil War, Yes, Marvel had announced (and they might already be in stores by now) collections of the key "peripheral" issues in the Civil War story. For the main story, you only need the actual CIVIL WAR issues, a total of 7. However, these will also be collected in a Graphic Novel / Collected Works format. That will run somewhere between $15-$25 depending on Marvel's "generosity". Thankfully, better libraries are now carrying these Collected Work-Story Arc books so you might be able to catch-up on the tale later for free.

The story is definitely worth the read.

I doubt it. I wouldn’t worry about Civil War, or bother with it. It is getting to the point where they are painting themselves into a corner with the plotline, and they will have to either have some cosmic character like Eternity step in and ‘make it didn’t happen’ or just restart the Marvel Universe and ignore what happened with Civil War.

Really, it is just disguised brainwashing and political indoctrination. Nobody I know is enjoying it. I don’t think they would have ever printed it, except some political party is probably bribing them to do this, and they wanted the money.
