What would be the cheapest way to send a 27,5x37 picture to Charlsten SC from Norfolk,VA?

Sorry guys but I tried really hard to send a picture this size in a frame with a glass plate throw my cell phone

a. Scan it as a JPEG file and email it.
b. Send it by 3rd rate mail at the US Post Office.
3rd rate or book rate is the cheapest rate to mail packages. It was set up for those book of the month clubs so they don't pay and arm and leg for shipping. Of course packages like this have the lowest mail priority, which doesn't really mean much until we get close to Christmas.
You can check with UPS, but I am sure that the US Postal Service has the cheapest rate here because they are concentrating on getting the package there, not getting it there as soon as possible.
