look at it this way...there are 6 ammendments to the constitution that are written specifically to protect your civil rights & liberties...the first, fourth, fifth, sixth, eighth & fourteenth...look them up and read them...there are reasons those ammendments are in place.

What Franklin is saying is anyone who would willingly say they are okay with having those civil rights & liberties taken away, basically living in a police state with no privacy...among other things, due to fear of terrorism (or back then any threat to our nation) doesn't deserve the freedom & safety this country already provides...with those ammendments in place.

It means exactly what it says. Those who would give up their freedom in exchange for temporary safety don't deserve either.
