I think it would make the whole event more balanced for the viewer. What's your opinion?

Absolutely! His speech is so carefully written I suspect that there are side notes telling him when to turn his head and "smile" that "do you get it, dumb sh--?" smile of his . They just flashed the "everybody stand and clap before you fall out" sign so yes, it would be appropriate.

You've been watching way too much television.

There is no applause sign in Congress, although I agree with you that there should be a laugh track, at times.
