You ask the question as if having a cell phone is the natural order of things, and the only question is what age the child should be.
My son left home a few years ago and I never purchased a cell phone for him. My daughter is still in high school, and I did purchase one for her, because she is working and is involved in many school activities. I didn't want her about town alone, at night, with no way to call home. My youngest? She begs every day. I see no reason for it at this point, and won't get one for her until she's working to help pay the bill.

I am not sure with all the sicko's out there that like to kidnap and molest kids i would say when they are intelligent enough to know how to use one. There are phone out there that you can control so that they can only call certain numbers and also that one where you can track where you child is. Should look for em. Besides for that reason kids dont need cell phones really. They might become addicted to them like some grown folks do!

My parents made a rule that we couldn't have our own cell phones until high school, when we started going to school slightly farther away. Before that, if we needed a cell phone, we would borrow an older sibling's, or one of our parents' assuming they weren't using it. This rule worked pretty well, and it meant that when we were young and irresponsible we didn't have our own cell phones, which we would lose, or overuse; but we had the use of a cell phone when we needed it.

When the kids start going out and about away from home more often than just hanging out in the neighborhood.
I waited a bit, my daughter is 14 (in Special Ed) and just this year I have started letting her out to the malls, library etc on her own, so now she has a "Firefly" cell phone, so she can only call whoever I have programmed into the phone.... but she's in Special Ed, so it's probably a little younger for a "Firefly" phone.

When they will pay for it and take responsibility for it. Cell phones are expensive and it should not be the responsibility of the parent to pay for it or hand it out.
Considering that you are going to need a job to pay for it, etc, I would say that a child should not have cell phone until at least 16.
