No, one member of the cabinet has to absent for security reasons, not the VP.

It appears the "Designated Survivor" is Alberto Gonzales, the Attorney General. It would probably be hard however for anything to happen to anyone in the Capital tonight. I would imagine the Airports are closed, fighter jets are patrolling the skys and there is a no fly zone set up for quite some distance from the Capital. Probaly the safest place to be.

Albert has it right. DC is one of the most restricted air spaces in the world. Even when the state of the union isn't happening, very few flights ever go throug that airspace.

Tonight, a flock of geese will likely get shot down if they fly too close.

There is always one of the cabinet secretaries that stays in another location so that he/she can run the Government in case of a catastrophe in which the Capitol would be destroyed with all in it.
