I live in an appartment complex and we have these neighbors that let their kids do whatever they want. Some of these kids dig thru the dumster and they play with all of the trash. This one kid found a feeding bag for someone with a feeding tube and was swinging it around. Then the same kid found a panel of glass and decided to put it up in our snow mound left from the snow plow. Then he decided to take a shovel and break it all up...so there is broken glass all over the yard. Also he has a pile of trash burried in the mound of snow. I called my land lady to let her know what has been going on..and she is doing nothing about it. I know it will never get cleaned up..and when spring comes, I will not want to let my daughter out of the house due to the broken glass. Should I call the cops now, or should I try to call the land lady again.

You can try the cops but maybe it's more of a health department thing.

Let the land lady know ,explain the danger to her, and invite her over immediately to observe the conditions. Might suggest it is dangerous condition and you will be contacting the public health dept due to the feeding bag, unsanitary condition. No response call the health dept. and ask for a written response.

Call city hall and tell them it is a safety and health issue, then send a registered letter to the landlord and city hall.

Call social services. It sounds like neglect.
