in the event that both the vice president and president are together - along with the senate, is it true that one senate is not there just in case something were to happen?

Usually all Senators and Congressmen are expected to attend, as well as the Vice President. One member of the President's cabinet is selected randomly to remain in the White House during the SotU Address just in case. I'm not sure which one it is tonight. They may keep it a secret for security precautions.

yes...and the person not attending is called the designated survivor. They go somewhere safe for the night just in case the capitol gets bombed, etc. This way the government can continue as usual.
