In order to look good, there needs to be a good balance between foreground and background in some photos. For example if you had a scene with a mountain in the background and a lake or some wild flowers in the foreground. You need to make the decisions about how to balance the two.

Foreground is the opposite of background. Lets say you are in your home listening to music and you can slightly hear people yelling outside. The yelling is in the background and the music is in the foreground.

Usually used in art discussions to mean the part of the picture that appears closest to the viewer, ie that part that is at the bottom of the painting. The background is the opposite and is in the top section of the art work - where there is sky or the distant buildings/trees/whatever.
