Read The Constitution (www.nara.gov), it's in there, it's required, the President is required to report to Congress on the State of the Country. Whatever anyone on here says, they will screw it up, so please go to the source document (it's on the Internet, at the site I gave, go to the link for "The Constitution"). The part about the State of the Union Address in only about a paragraph and it's in the Articles of Confederation but you will have to look for it. ;)

Article II, Section 3 of the US Constitution states:

"He (The President) shall from time to time give to Congress information of the State of the Union and recommend to their Consideration such measures as he shall judge necessary and expedient."

There is no law that says how this is to be done. George Washington gave a speech, then Jefferson just wrote a letter. It wasn't until Wilson was in office was it delivered as a speech to Congress. Technically, if the president wanted to, he could send a copy of a newspaper to congress with some highlighted articles.

Now it is much more of a political speech. The President will outline his plans for the next year. This year will mainly be about Iraq. It is always a big deal because it is what everybody on both sides are going to fight about for the next year. It is a bit more interesting this year because of the new Democratic Congress.

It is when the President addresses Congress, and that is when USA basically sees what the President has in store for the next year. He lays out his plan and then he tells Congress what help he might need for the duration of the next year. They have this so that the Congress will know and keep in check with the President and what he is doing.

Fun Tidbit: At the State of Union Address, there is always one important cabinet member missing, because since the state of union address is held in the State Capitol Building, terrorists can bomb the building and kill everyone in it. If a situation like this should occur, then the cabinet member (who is taken into hiding for the duration of the address) will take lead in our country in our President's steps.

it's where the president gives you the information of the current "state of the union" for example financial status of the country status of country's economy, obviously the war in this particular address, all aspects of how the country's "things" are going. Basically it is a status report of our nation!

It is when the president address's both houses of congress and tells how the country is going, he will also cover his agenda for the next year. In Bush's case it when he gets to lie in front of a audience for about an hour and a half.
