How does a person celebrate their birthday if they were born on leap year ?

Either on Feb 28th or March 1st

My cousin was born on a leap-year, and he just celebrated his birthday on either Feb.28 or Mar.1.

But I went to school with a girl who was born on a leap-year and her parents let her pick whatever day out of the year that she wanted to have her birthday on. Kinda weird, I guess, but whatever.
