Both the African dwarf frog and the guppy are tropical creatures and need temps in the range of 72-78 degrees. Any fish should have a filter in its tank.

So, you need a tank that will accomodate both a heater and a filter. I reccommend a ten gallon tank. You can buy one for under ten dollars at most pet stores. A heater is around $7-8 and a filter runs about $12. So, for less than $30 you will have an adequate set-up.... or you can buy a 10 g tank "kit" at the fish store for under $30 and have a complete set-up.
