You have three concepts entirely mixed up. First, the kings of Rome ruled about 700-600 BC. They were Tarquin the Proud and Numa Pompilius, and a half dozen others.
An empire is a state that rules over many other nations or peoples. The empire that the Romans got began about 200 BC when Rome went to war with the city of Carthage on the north coast of Africa. Also, about the same time, the city of Rome conquered all of the other cities, towns, and peoples of Italy. Next, Rome conquered Greece about 150 BC.
But Rome did not get an emperor until 17 BC. In that year, Octavius Caesar, nephew and adopted son of Julius Caesar, defeated Marc Antony and Cleopatra and began to rule Rome alone.
After that, the Roman senate voted Octavius the maius imperium for life. The holder of the maius imperium was called an imperator. In English, emperor. So Octavius Caesar Augustus became the first emperor.

Rome was ruled by kings from its inception about 753 b.c to around 510 b.c. Was a Republic from 509-27 b.c. Officially it was formed an Empire in 27 b.c. But before it turned into an official Empire it had acquired enough land ( most of the Mediterranean and North Africa) during its days as a Republic to be considered an Empire.

the roman empire was the lands controlled from rome and later from constantinople.
there was later a kingdom (i think) of rome, which was one of many small kingdoms, principalities etc which made up pre unification italy.
