John Locke believed that the responsibility of a democratic government job was to protect "natural rights", such as "the right to life, liberty, and the ownership of property."

This wasn't just an "indirect democracy" where people vote for mayors, governors, Presidents, etc. and not expect to influence the decisions of these politicians. Locke believed people should have input on how their government is run.
