Other than betta and goldfish, what kinds of easy-to-maintain fish would do well in a 3-gal tank? It doesn't matter if I can only keep one fish in the tank, but a community of smaller fish is good too.

Now it all depends, will you be having a heater in that tiny space? If not, then you cannot have guppies or neons or any small tropical fish because they require heat of at least 75F. And no you cannot remove and add water daily because you will stress out your fish by removing the good bacteria they have built for themselves to survive. The only fish you can have without worrying about it dying on you cause of temperature or growth, is the betta. You could always fancy it up by getting a crown tailed betta.

3 gallons is very small but you could get an african dwarf frog, a snail or 2 guppies (same sex only). Goldfish don't do well in 3 gallon tanks anyway, they need a minimum of 10 gallons each when babies.

3 male endler's livebearers OR 3 male least killies

the males of these species do not grow larger than 1 inch, but do best in groups of 3 or more, no more than 3 in that tank though

both will be difficult but not impossible

But your best bet would be to make it a shrimp and snail only snake

water in a 3 gallon tank is hard to regulate -- make sure to clean it weekly or more frequently. a couple guppies or a couple white clouds. maybe a couple danios if your house is warm. a snail. a couple cories would be cute if you don't mind just catfish. they are very active.
