When a chain letter involves something of value, such as money, it becomes illegal.
The reasons for this date back to 1935 and the Send-A-Dime chain letter that caused so much havoc that year. That letter, like a virus, mutated and continued to spread, and still does so today. One of the more common recent variants is the "As Seen on Oprah!" Paypal chain letter. And like a virus, it causes harm. A lot of harm.

Yes, it is illegal alot times chain letters asked for money. It is called Mail Fraud. People complained about sending money and got nothing in return. The Postmaster has better things to do, than dealing with these complainers. Felony---Chain letters, No more complaints

According to the US Postal Service:
They're illegal if they request money or other items of value and promise a substantial return to the participants. Chain letters are a form of gambling, and sending them through the mail (or delivering them in person or by computer, but mailing money to participate) violates Title 18, United States Code, Section 1302, the Postal Lottery Statute.

It isn't really the letter aspect that is illegal. It is a method to help prevent pyramid schemes/the origin of today's "chain letters".
