Decentralize the entire prison system and make smaller prisons. Smaller populated prisons housing fewer inmates will allow the individual inmate serving time to try to better his person life without the pressure of other inmates who too often establish a culture and way of life behind prison bars.
Smaller prisons will allow for the prison system to classify the individual prisoner according to specific needs, mental, rehabilitative, etc....and, allow the prison authorities, the courts and other adjacent departments/services more accountability.
Classification and decentralization are two key points in bringing about any needed change within the prison system.

They get exercise equipment, basketball courts, they have a free library..they can get an education in jail. They have Tv's, Radios, etc.. I think they are just a babysitter for criminals.. I can't get an education and I have never committed a crime..For starters I think they should WORK more painting houses and doing yard work for elderly/disabled, pick up gargabe for the city.. do repairs on the jail and courthouse.. Why should we have to pay for the repairs to the fire station, police station, jails, etc.. Let them do that.. Don't let them get an education (except maybe a GED), no tv's , no radios, etc..Did u know prisoners on death row or any prisoner can get an organ transplant before anyone else.. Give them an organ and then kill them.. real good use of the organ.. Prisoners get cigarettes, etc. they want.with our tax money.. I think they should have to live on hot dogs and tv dinners and lunchment like I do.. Instead of giving them pork and beef and steaks, etc.
They really do need to have some kind of program to separate the mentally ill (the TRUE..not those that claim to be) from the normal crowd.. They need on staff psychiatrist to treat them.. At our state hospital, over 50% of the patients are there waiting on a evaluation (I am crazier than they are).. just so they don't have to go to jail... Then those that really need help and have no money, can't go in because of lack of space..
I could go on and on about this: everything from murderers being on death row for 30 years to rapists sentenced to 10 years and out in 2... If we would actually give them the EXACT time they are sentenced.. so many people wouldn't be offending again.. but then again, they live better than me.. It they need health care, they are taken to the ER and seen before anyone else that may be dieing... If they need an ER, call an ambulance or make them wait several hours for treatment like we do...

AS SOME ONE WHO SPENT 7 YEARS STRAIGHT IN CA'S SYSTEM THE ONE MAJOR THING THAT IS TO EASY IS MANS ABILITY TO ADAPT.YOU BECOME SO USE TO YOUR ENVIRONMENT YOU ACCEPT IT.THE ONLY TRULY HARD THING IS STAYING AWAY FROM THE DOPE AND POLITICS.YOU BEGING TO SEE THE ADVANTAGE OF PRISON,WATCH BASIC CABLE ALL DAY,ALL YOUR LAUNDRY IS WASHED FOR YOU AND DELIVERED TO YOUR DOOR.YOU HAVE NO BILLS OR DEPENDENTS TO STRESS ON THREE MEALS A DAY BROUGHT TO YOUR DOOR AS WELL.THEY NEED TO NOT LET YOU GET SO COMFORTABLE AND FOCUS ON REFORM,THEY'VE TAKEN ALMOST ALL TRADE CLASSES FROM THE SYSTEM BUT THE HARSHEST THING OF ALL IS HAVING TO COME TO TERMS WITH HOW WHEN YOU GET LARGE GROUPS OF MEN TOGETHER THEY BIT*H LIKE OLD LADIES AND GOSSIP WORSE THAN TWO PREGNANT HOUSEWIVES WITH A CLASSIFIED INFO

I have never been in jail or prison--but I think our punishments are not hard enough. And their civil rights ? They gave that up when they committed the crime. Death penalty--do it within 30 days. !! Yea , some Innocent people MIGHT die--but fewer crimes may be committed if our punishments were harsher--

So what John Reid is actually trying to tell the Law Abiding Citizens of the UK, is that CRIME PAYS.
The crime rates will shoot through the roof and more and more criminals will commit more crimes knowing that they will not be sent to prison.
This country is becoming one big JOKE.
