You mean like one oar in the water? couple cards short of a full deck? the light's on but nobody is home? one fry short of a happy meal? doesn't know if he's afoot or horseback? couldn't pour the pi** out of a boot if the directions were on the heel?

I guess there is probably an obvious reason.

Another question. Why does Harvard award MBAs to the bottom 10% of their classes? Why don't they flunk anyone out? Other masters programs do. Also, why don't they require a masters thesis? Other masters programs do.

He's actually quite bright. He's mostly just trying to play to his constituency, or at least the part of his constituency that thinks he's a folksy, born on the range Texas cowboy, instead of what he really is: a Yale-educated old money rich kid from the Northeast.

Because he is, in actuality, a genius. He's figured out, like Jessica Simpson has, that acting like a moron is much more entertaining, and will win you more fans. He went a little overboard in his case, but that just shows how dedicated he is.
