I know it was done acceptably in the old times, if someone was a disgrace to their city / town, but can this still be done legally today?

Yes. Some court verdicts instruct the defendant to not even return to the state.

I remember a town that changed its laws to where a certain pedofile was unable to find a place to live, legally.
