when i try to access files of my network computer, it says" its not accessible you do not have permission to use this network resource. Contact the adminstrator of this server to find out if you have access permisions" what does that mean and how do grant permission?

First of all, I have seen this a few times. Almost always it has to do with one of three things.

The most obvious thing to check i s that sharing is enabled and the resource is actually being shared on your network.

Second, it is surprising how many times I look at small networks - workgroups if you will, and find that the workgroup names are different. Make sure that you all have the same workgroup name.

The other thing that often causes problems are the firewalls, anti virus, and spyware/protection apps. If the first two items listed above are in check disable all of this stuff on both sides (reboot) and test again.

The last think I would try if all of this fails is adding netbios to both computers. Depending on what OS you have this can fix things.
