well, water proof ink is just that water proof. when you put water over dry in the ink won't run.

Your terms are a bit unusual.
The usual question is between water soluble and permanent ink.
Water soluble ink is dyes in water. Thus a compound.
Waterproof ink is grease based. Thus a homogeneous mixture
Permanent ink is two or more chemicals in water, one of which gives immediate color and another which oxidizes on the paper to give permanent marks. It is a heterogeneous mixture.
