There are battery powered ones that suck the debris up into a little baggy and the water remains in the tank but since you should be doing water changes at least bi weekly its easier to use the normal gravel vacs.
Here is a online store that sells 2 different brands, http://www.thatpetplace.com/pet/product/categoryInfoL3.web?options.passInCategoryKey=22843

The reason you siphon the gravel is to remove decaying organic material- doing so removes ammonia, nitrites, and nitrates which are harmful to fish. But you still need to add fresh dechlorinated water back to the tank. I think they have a product on the market called the Python that allows you to clean the gravel, suck the dirty water out and then fill the tank back up easily. I've never used one but maybe it would help :)

You need to buy a vaccum for your tank. It's a plastic hose with a vaccum type of head on it. You use it to clean the gravel out. Water comes out of your tank and you replace it with fresh water. You do this once a week, changing one quarter of the water each time. Your tank will stay nice and clean.

There are gravel cleaners that vacuum all the mush off the bottom of the tank, it is a syphen vac, and usually once you get a good technique works pretty good.

You always have to put in new water. Not just because every gravel cleaner is just a siphon, but also because you need to change water to remove nitrates so they do not build up to toxic levels.

Find a suction vacuum to clean your gravel without taking everything out. Works great.

There are ones that hook up to the canister filter intake, but then you STILL have to do water changes AND clean you filter pad even faster than usual. Don't be lazy, do the partial water changes every other week...
