The climate is moderated by the Pacific Ocean, although it's a cold current but I don't think it's gets as cold as the water off of New England or the Mid-Atlantic states during the winter. The mountains keep cold air from Canada from swooping down like it does in the Midwest and East Coast. Cold Air from canada usually comes down in a south easterly direction therefore it usually bypasses the west coast. Also Seattle's storms come off the pacific ocean and don't have the chance to mix with cold arctic air like it does once it passes east over the Rocky Mountains. Storms that hit the west coast usually become more violent once they enter the midwest and east coast b/c they will either mix with cold artic air, warm gulf of mexico air, or both.

I live about 40 miles from seattle and over the past few months we have had lots of snow and so has seattle. So it does SNOW IN SEATTLE!!!!!!! And as far as snow more seattle is at water level...Seattle is surrounded by water by every side...
