If you don't have any federal tax liability you don't have to file unless you are simply filing to get back money witheld or to get a refund.

If you want to file past years, you can go back 3 years.

As SMART1 stated above, you don't have to file taxes if you don't owe taxes and have no tax liability. However, to your benefit, maybe you should file taxes. How do you know by not filing that the IRS doesn't owe YOU money? Most people file because they are DUE a refund, they don't OWE. So I believe it would be to your benefit to file your taxes. And keep in mind, you can only go back the last 3 years, that's it. Good luck!

That's definitely a question for the IRS - I know of a person who hasn't filed taxes for the past 10 + years despite having some amounts of income here and there. (mainly from Navy pension) but im not sure if that has to be reported to the IRS. You can call the IRS and ask....
